VENUE
The SPA Regatta for the Olympic classes will be held 21 - 25 May 2003 and sailed on the IJsselmeer off Medemblik, The Netherlands. The SPA Regatta is an ISAF World Cup Series Event and part of Eurolymp.

ORGANISING AUTHORITY
The Organising Authority is the Royal Netherlands Yachting Union, the Royal Yacht Club Hollandia and Trefpunt Sports and Leisure Marketing / World Sailing Management.

RULES
The SPA Regatta will be governed by the rules, as defined in the Racing Rules of Sailing.
For Tornado and 49er the penalty for breaking rule of part 2 shall be a 360° turn. This changes Rule 44.1. The Sailing Instructions may describe alternative penalties for breaking rule 42 (propulsion). Direct Judging may be used

DISPLAY
Bow Numbers / On Board Cameras
Boats will be required to display a bow number and advertising of the event sponsor as indicated by the organisation. Competitors may be required to carry on-board cameras, sound equipment and positioning equipment on their boats.

Teams ranked in the Top 10 on the most recent World Sailing Rankings issued before 2 May 2003 will be required to display the name of the helmsmen and crew and the nationality flag in the mainsail. The position will be indicated at the website (www.sparegatta.org.). Other teams are encouraged to do the same.

ELIGIBILITY
ISAF Eligibility according to Appendix 2 is required for competitors.

ENTRIES
Entries shall be made on the official entry form or through the e-mail form on the SPA Regatta web-site only. The fully completed entry form shall be received at the entry address no later than 1 May 2003. Any entry received after 1 May 2003, will be charged a double entry fee.

ENTRY CONFIRMATION
All entries, when accepted, will be displayed on the SPA Regatta web-site. This display can be considered as a confirmation. This confirmation will not imply the confirmation of the reservation of accommodation.

REGISTRATION
Competitors and team leaders shall register at the Registration Office at the Regatta Centre in Medemblik prior to competing in the SPA Regatta. The Central Registration Office will be open as on Tuesday, 20 May 2003, 13.00 - 20.00 hrs. and Wednesday 21 may 2003, 08.00 - 09.30 hrs.

FEES
The following entry fees (in Euro’s) will be charged:

Yngling women 180,-
Star 150,-
49er 120,-
Tornado 120,-
470  120,-
470 women 120,-
Laser 90,-
Finn 90,-
Europe women 90,-
Mistral men 90,-
Mistral women 90,-

Any entry received after 1 May 2003, will be charged a double entry fee. 

Teams ranked in the Top 10 on the most recent World Sailing Rankings issued before 2 May 2003 and they display the name of the helmsmen and crew and the nationality flag in the mainsail will be exempted from paying an entry fee provided they have entered no later than 1 May 2003. The entry from teams ranked in the top 10 received after 1 May 2003 will be charged the normal entry fee.

Payment of Fees
The above mentioned fees (when applicable) are to be paid only in Euro’s at registration prior to competing in the SPA Regatta.

COMPETITION FORMAT / SCHEDULE OF RACES
For the 49er, 470 Men, 470 Women, Laser, Europe and Tornado Class three races each day are scheduled until Sunday when one race is scheduled. For the Finn, Star, Yngling, Mistral Men and Mistral Women Class two races each day are scheduled until Sunday when one race is scheduled. 

The starting time of the first race will not be before 11.00 hrs on Wednesday, 21 May 2003. No warning signal will be made after 16.00 hrs on Sunday 25 May 2003.

Competition with a split fleet.
Fleets may be split. 

When a Class is split into groups, the Class will sail qualifying rounds on Wednesday, Thursday and Friday and finals on Saturday and Sunday. In the Qualifying Rounds the boats will be regrouped, if possible, after each day’s racing.

When, after Friday's racing, four or more races have been completed the overall scores will be used to establish a Gold and Silver (and Bronze, Emerald) group. Points obtained in the Qualifying Round will be brought forward. All Gold, Silver, Bronze and Emerald groups will compete on Saturday and Sunday (Finals). All competitors will continue to race on Sunday.

SAIL NUMBERS
According to RRS G1.1(b) the National Letters denoting her National Authority shall also be carried on her sail by boats of the Laser, Star and 49er Class. 

COURSE AREAS
There will be six course areas.
The length of the course(s) will be set to meet a target time for each race of approximately 30 minutes for Mistral Men, Mistral Women and 49-ers, of approximately 60 minutes for 470 Men, 470 Women, Laser, Europe and Tornado and of approximately 75 minutes for Finn, Star, and Yngling fleet. 

SCORING SYSTEM
The low point Scoring System, Rule A2, will apply to all Racing.
9 (Finn, Star, Yngling, Mistral Men and Women) and 13 (all others) races are scheduled, of which 3 races shall be completed to constitute a series. 

INTERNATIONAL JURY
An International Jury will be appointed in accordance with rule 87.2. The arbitration system may be used.

PRIZE MONEY
The following prize money will be awarded for 1st, 2nd and 3rd overall places, provided the team (and not their representatives) will be present at the prize giving ceremony to receive the prizes: (all in Euro)

Three and two person boats:

1st  1300,-
2nd 900,- 
3rd 400,-

Singlehanded and boards:

1st  900,-
2nd 500,- 
3rd 300,-

SHORE FACILITIES
Boats will be accommodated at Medemblik. Competitors arriving are requested to follow the road signs to relevant locations.

ACCOMMODATION
A request for accommodation (first come first serve basis) can be made by completing the reverse side of the Entry Form and enclosing a cheque for a deposit of EURO 85,-. Requests for accommodation without the deposit will not be processed. Reservations for bungalows are only confirmed after receipt of a written confirmation from the Organising Authority.

LIABILITY AND INSURANCE 
Competitors will participate in the SPA Regatta entirely at their own risk. The Organising Authority will not accept any liability for personal or material damage, injury or death, sustained in conjunction with, prior to, during or after the SPA Regatta. The Organising Authority disclaims any and all such liability.

For each competing boat at least a valid third party liability insurance with a minimum cover of Euro 500.000 per event shall be in existence for the entire duration of the SPA Regatta. It shall be the sole and inescapable responsibility of the competitor to have such insurance cover and to provide written proof thereof to the Organising Authority upon request.

RIGHTS TO USE NAME AND LIKENESS
In participating in the SPA Regatta, a competitor automatically grants to the Organising Authority and the sponsors of the SPA Regatta, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures, still motion pictures and live, taped or filmed television and other reproductions of him/her during the period of the competition for the said SPA Regatta in which the competitor participates and in all material related to the said SPA Regatta without compensation.

COACHES AND TEAMLEADERS
In order to operate a fast (rubber) boat on the IJsselmeer where the SPA Regatta will be held, the law in Holland requires that:

  • The person driving the boat possesses a “certificate of competence” (Klein Vaarbewijs)
  • That there is a registration number for the boat concerned.

The Organising Authority realises that it is impossible for coaches and teamleaders from abroad to fulfil the requirement of acquiring a “certificate of competence” as one has to do an exam in The Netherlands in the Dutch language and will therefore seek an exemption.

However, one can and must obtain a registration number for the boats at any post office in The Netherlands (also in Medemblik).
