VENUE
The SPA Regatta will be held from Wednesday 21 – Sunday 25 May 2003 inclusive, on the IJsselmeer off Medemblik, the Netherlands. 
The SPA Regatta is an ISAF Grade 1 ranked Event.
1. RULES
1.1 The regatta will be governed by the ‘rules’ as defined in The Racing Rules of Sailing.
1.2  The prescriptions of the Dutch national authority will not apply.
1.3 If there is a conflict between languages the English text will prevail.
2. ADDITIONAL IDENTIFICATION
2.1 While racing, boats shall display bow numbers. The organising authority will supply the first set of numbers and instructions for their use. The Europe and Laser class shall repeat their bow number in the top triangle, on both sides of the mainsail, no further away than 30 cm from the sleeve, mast respectively. (Spare number are available at the regatta office at a fee of Euro 3 per digit). The event stickers and allocated bow numbers (no. 1 - 20 corresponding with the first 20 of the ISAF World Rankings) supplied shall not be reduced in size and shall be affixed with the forward edge no further than 10 cm from the edge of the deck and the bow of the boat on both sides of the hull(s) with the boat numbers affixed immediately after the advertising (i.e. SPA logo at bow side numbers behind). Tornado shall be required to display the advertising and bow number to both sides of both hulls. For Sailboards the SPA sticker shall be placed just above the wishbone and the forward edge no further away than 10cm from the luff sleeve, on both sides of the sail. Sailboards shall not be required to have a bow number.
2.2 Each boat is solely responsible for carrying the bow numbers (and the repeated numbers in the sails, if applicable) and event advertising during racing. If a boat does not fulfil this instruction the jury, race committee or official measurer may report this to the jury. At the first infringement the jury will give a warning, at a subsequent infringement the boat shall be disqualified without a hearing. This changes rule 63.1. A list of infringements of this instruction will be posted at the notice board.
2.3 Each day while racing, the first, second and third boats in series scores at the beginning of the day shall display a yellow, blue and red circle dot respectively as supplied by the Organising Committee on each side of their hull(s) within the forward 25% of the length overall of the hull and in the mainsail just below the sail numbers (back to back). For Boards the dot supplied by the Organising Committee shall be affixed above the wish bone within 100 cm of the luff sleeve and below the sail number. Competitors shall remove this identification when no longer in first, second or third position before the day's racing.
2.4 The National Letters denoting her National Authority shall also be carried on her sail by boats of the Laser, Star and 49er Class. This changes rule G5. 
2.5 While racing each boat in a class which is split into different fleets shall display a coloured ribbon corresponding to the fleet to which she has been assigned and attached to her mast top. Ribbons will be available from the race office. 
3. CAMERAS AND ELECTRONIC EQUIPMENT
Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing authority.
4. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice boards located near the Regatta Center and the regatta office “Vischafslag”.
5. CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 8.30 on the day it will take effect, except that any change to the schedule of races will be posted by 21.00 on the day before it will take effect. Reassignment of classes to racing areas will be posted before flag AP is lowered ; see instruction 6.2.
6. SIGNALS MADE ASHORE
6.1 Signals made ashore for the 470-Men and 470-Women will be displayed from the flagpole near the regatta office “Vischafslag”. The signals made ashore for the Finn, Laser, Europe, Yngling, and Star will be displayed from the main flagpole near the Regatta Center Medemblik. The signals made ashore for the 49er, Tornado, Mistral Men and Women will be displayed from the flagpole at their launching area.
6.2 The following flag signals will be used:
  1. Flag "AP" with two (2) sound signals (one sound signal when lowered) means:
    "Races not started are postponed. The warning signal for the first classes (except Mistral Men & Women) to start will be made not less than one (1) hour after "AP" is lowered. The warning Signal for the first Mistral (Men and Women) start, will be made not less than 30 minutes after "AP" is lowered." 
  2. Flag 'AP' over a Numeral Pennant 1-6 with two sound signals (one sound signal when lowered) means": 
    Postponement of 1-6 hours from the scheduled starting time.
  3. Flag 'AP' over 'A' with two sound signals means: Races not started are postponed, no more racing today.
7 QUALIFYING SERIES AND FINAL SERIES, FLEET ASSIGNMENT 
7.1 A qualifying series, followed by a final series, may be held for some classes. For the qualifying series boats will be assigned to fleets Yellow, Blue, Red, Green, etc. of, as nearly as possible, equal size and ability. Initial assignments will be made by the organising authority using the ISAF rankings. They will be posted by 21.00 on Tuesday 22 May.
7.2
  1. In the qualifying series boats will be reassigned to fleets after each day of racing. If all fleets have completed the same number of races, boats will be reassigned on the basis of their series scores. If all fleets have not completed the same number of races the series scores for reassignment will be calculated for those races, numbered in order of completion, completed by all fleets.

  2. (b) Assignments will be based on the scores available at 21.00 that day regardless of protests or requests for redress not yet decided.
  3. (c) If all fleets have not completed the same number of races by the end of a day, the fleets with fewer races will continue racing the following day until all fleets have completed the same number of races. All boats will thereafter race in the new fleets.
7.3
  1. Boats will be assigned to final-series fleets Gold, Silver, Bronze, Emerald, etc. on the basis of their qualifying-series scores. There will be the same number of fleets in the final series as there were in the qualifying series. The final-series fleets will have, as nearly as possible, equal size but so that the Silver fleet is not larger than the Gold fleet, etc. Boats with the best qualifying-series scores will race all final-series races in the Gold fleet, boats with the next-best qualifying-series scores will race in the Silver fleet, etc.
  2. Any recalculation of qualifying-series scores after boats have been assigned to final-series fleets will not affect the assignments except that a redress decision may promote a boat to a higher fleet.
8 SCHEDULE OF RACES
8.1 The racing schedule of each class is enclosed in these sailing instructions as Addendum I. The Schedule may be changed through a notice to competitors if the entries are different than assumed. After each day the new groupings of boats, if any, for the following day will be available at the respective regatta offices.
8.2 It shall be the sole responsibility of a boat to ensure herself of her correct scheduling and starting times.
Failure to do so shall not be grounds for redress.
8.3 The numbers of races scheduled are as follows:
For the 470-Men, 470-Women, Laser, Europe, 49er and Tornado three races each day are scheduled until Sunday when one race is scheduled. For the Yngling, Star, Finn, Mistral-Men and Mistral-Women classes two races a day are
scheduled until Sunday when one race is scheduled.
8.4 On the last day of scheduled racing of the regatta no warning signal will be made after 16.00.

10 RACING AREAS
10.1 Illustration A shows the location of racing areas their flags and classes assigned to them.
10.2 The racing area to which each class is allocated, and the group colour (if any), is described in the racing schedule (Addendum I)

Classes may be allocated to different racing areas on different days, although the organising authority will try to avoid such a change.
11 THE COURSES
11.1 The diagrams in Illustration B show the courses, including approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.
11.2 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg (not for Mistral Class).
11.3 When there is a gate, boats shall sail between the gate marks from the direction of the previous mark and round either gate mark.

12.1 The starting marks will be dan buoys displaying a yellow flag. The finishing mark will be a dan buoy with a white flag.
12.2 A race committee boat signalling a change of course is a mark as provided in instruction 14.3.
13 THE START
13.1 Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal.
13.2 The starting line will be between the starting marks.
13.3 Boats whose warning signal has not been made shall avoid the starting area.
13.4 A boat starting later than 5 minutes after her starting signal will be scored Did Not Start. This changes rule A4.1.
13.5 If rule 29.1 or 30.1 has been broken by one or more boats, a RC boat near the first mark after the start will, if possible, display Flag X and display the sail numbers, Laser last four digits or bow numbers of the boats concerned and, if possible make repetitive sound signals. If rule 30.3 has been broken by one or more boats, a RC boat near the first mark after the start will, if possible, display the black flag and display the sail numbers, Laser last four digits or bow numbers of the boats concerned and, if possible make repetitive sound signals.

Boats whose sail numbers, for Laser last four digits, and or bow numbers are displayed shall act in accordance with instruction 
13.6 A boat whose sail number, for Laser last four digits, and or bow numbers is displayed in accordance with rule 30.3 shall leave the racing area immediately, unless she lodges a request for redress in accordance with rule 62 and instruction 18. If no valid request for redress is lodged or upon hearing the boat is not granted redress, the Jury may take such disciplinary action as it deems appropriate, which may include Disqualification for the Series.
13.7 The race committee may change the order of the classes or groups in the racing schedule.
14 CHANGE OF THE POSITION OF THE NEXT MARK
14.1 To change the position of the next mark, the race committee will lay a new mark or move the original mark (or the finishing line) to a new position. The change will be signalled before the leading boat has begun the leg, although the mark may not yet be in the new position. Any mark to be rounded after rounding the moved mark may be relocated without further signalling to maintain the course shape. When in a subsequent change a new mark is replaced, it will be replaced by an original mark
14.2 For the Mistral class rule 33 is changed so that, instead of displaying a compass bearing, the race committee will display a green flag if the direction is changed to starboard or a red flag if the direction is changed to port.
14.3 Except at a gate, boats shall pass between the race committee boat signalling the change of course and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.
14.4 The race committee may lengthen or shorten a leg without using + or -. This changes rule 33.
15 THE FINISH
15.1 The finishing line will be between a staff displaying an white flag with blue “Finish” on a RC boat and the finishing mark . 
15.2 Only for 49er class: When at gate three (3) the flag "F" is shown (which in principle will only be done for the last race of the day) the finish will be at the Regatta Centre Medemblik harbour entrance coming from gate three (3) between two flagpoles carrying both a blue and a SPA flag. A compass bearing will be shown. The race committee may show its intention to finish in the harbour entrance at previous marks by showing flag F as information to competitors. If flag “F” for 49er is shown at mark one (1), boats shall pass trough gate tree (3) an then proceed to the harbour finish.
15.3 When the course is shortened at a gate, a race committee boat near the gate will display flag S and boats shall finish by sailing through the gate from the direction of the previous mark. The finishing line will be between the gate marks. This changes race signal S. 
16 PENALTY SYSTEM
16.1 For the Tornado and 49er classes rule 44.2 is changed so that the 720° turn is replaced by a 360° turn.
16.2 A boat that has taken a penalty or retired under rule 31.2 or 44.1 shall complete an acknowledgement form at the race office within the protest time limit.
16.3 Appendix N will apply as changed by instruction 16.2.
  1. No later than the warning signal the race committee may display flag O to signal that pumping, rocking and ooching are allowed as specified in the class rules.
  2. After the starting signal, the race committee may display flag O with repetitive sound signals at any rounding mark to signal that pumping, rocking and ooching are allowed as specified in the class rules. This instruction applies to a boat after she has passed the mark 
  3. If the race committee has acted under instruction 16.4(a) or 16.4 (b) and the wind speed becomes less than the wind speed specified in the class rules, the race committee may display flag R with repetitive sound signals at any rounding mark to signal that rule 42, as changed by the class rules, applies. This instruction applies to a boat after she has passed the mark.

This changes Finn class rule 5.7.2 and 470 class rule 26.2. 
17 TIME LIMITS AND TARGET TIMES

If for 49er class a harbour finish is assigned (using flag “F”) the time limit is extended with ten minutes. 

If no boat has passed mark 1 within the mark 1 time limit the race will be abandoned.
17.2 Boats failing to finish within 20 minutes (15 minutes for Mistral and 49er class) after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35 and A4.1.
17.3 Inaccurate target times shall not be grounds for granting redress. This changes rule 62.1(a).
18 PROTESTS AND REQUESTS FOR REDRESS
18.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit. 
18.2 For each class or group, the protest time limit is 2 hours (1 hour on Sunday) after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the race committee and jury and to requests for redress. This changes rules 61.3 and 62.2.
18.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room. 
18.4 Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b).
18.5 A list of boats that, under instruction 16.3 have acknowledged breaking rule 42 or have been disqualified by the jury will be posted before the protest time limit.
18.6 Breaches of instructions 2, 3, 13.3, 16.3, 20, 21.2, 24, 25, 26, 27, 28 , 29, 30, 31, 32, 33 and 34 will not be grounds for a protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the jury so decides. 
18.7 On the last day of the regatta a request for reopening a hearing shall be delivered 
  1. (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; 
  2. (b) no later than 1 hour after the party requesting reopening was informed of the decision on that day. 

This changes rule 66.
18.8  Decisions of the jury will be final as provided in rule 70.4. 
18.9 On days when according to the racing schedules boats are to be re-grouped for a following round, the jury may adopt a different system of lodging, hearing and deciding protests. Any change of procedure will be posted on the official notice board before 08.30 on the day it will take effect.
19 SCORING
19.1 The Low Point scoring system of Appendix A will apply. 
19.2 For Finn, Yngling, Star, Mistral-Men and Mistral-Women classes 9 races and for all other classes 13 races are scheduled, of which 3 races shall be completed to constitute a series .
19.3
  1. (a) When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores.
  2. (b) When from 4 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
  3. (c) When 9 or more races have been completed, a boat’s series score will be the total of her race scores excluding her two worst scores. 
19.4
  1. 4 races are required to be completed by each fleet to constitute a qualifying series. If the qualifying series has not been completed as scheduled, it will be extended until completed but not later than Saturday evening. If each fleet has then completed 4 races, they will constitute a qualifying series.
  2. A total number of 3 races, consisting of the qualifying races completed by each fleet and any final races completed by the Gold fleet, are required to constitute a regatta for all fleets.
19.5
  1. The Low Point scoring system of Appendix A will apply to the qualifying series except that if at the end of the series some boats have more race scores than others, scores for the most recent races will be excluded so that all boats have the same number of race scores.
  2. When fewer than 3 races have been completed by any fleet, a boat’s qualifying-series score will be the total of her race scores.
19.6
  1. Except for race scores excluded under instruction 19.3 a boat’s series score for the regatta will be the total of her race scores from those qualifying races completed by all fleets and her final races.
  2. The Low Point scoring system of Appendix A will apply separately to each final-series fleet. Different final-series fleets need not have completed the same number of final races.
19.7 For boats with scores from final-series races, ties in the regatta score are broken by final-series scores with no race score excluded. This changes rule A8.
19.8 To request correction of an alleged error in posted race or series results, a boat shall complete a scoring enquiry form available at the race office.
19.9 The scoring abbreviation for a discretionary penalty imposed under instruction 18.6 will be DPI.
19.10 RDG is rounded of to the nearest integer. E.g. 12.48 => 12.
20 SAFETY REGULATIONS
20.1 A boat leaving the racing area before the end of a race shall notify a race committee boat before leaving the racing area or, when that is impossible, the regatta office, immediately after arrival in the harbour.
20.2 Boats not leaving the harbour for a day's race shall inform the regatta office prior to the start.
20.3 If any one of the signals Flag 'AP over A' or 'AP over H' or 'N over H' is made on a race committee boat, all boats of the class(es) and/or groups concerned shall return to harbour immediately.
20.4 While afloat it is strongly recommended to wear adequate personal buoyancy under all circumstances.
20.5 All boats shall return to, and kept in their designated berthing areas and boat parks only.
20.6  When the boat of the harbourmaster, the "DOK", is signalling with an orange flashlight, no boats shall enter the harbour of Medemblik. In that case the "DOK" is located close to the entrance of Medemblik harbour.
21 REPLACEMENT OF CREW
21.1 Substitution of crew will not be allowed without prior written approval of the jury.
21.2 Requests for a change of crew shall be lodged with the regatta office in writing, not later than 08.30 on the racing day.
22 EQUIPMENT AND MEASUREMENT CHECKS
The RC will subject boats to random measurement checks.
An event measurer will check safety equipment, compliance with class rules and rule 77.
In alteration of rule 63.1, boats will be disqualified without a hearing if boats are found not to comply with rule 77, their class rules or the sailing instructions.
23 TV AND PRESS BOATS
Actions by the TV and Press boats shall not be grounds for redress.
These boats will be driven by drivers appointed by the Organising Committee.
24 OFFICIAL BOATS
Official boats will be marked as follows: 
  1. Committee boats will fly course coloured flags
  2. Jury boat(s) will fly flags with 'Jury'.
25 SUPPORT BOATS
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class or group to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.
25.1 All support personnel shall register at the registration offices for the class(es) concerned.
25.2 Support and coach boats shall conspicuously display a flag of the country they represent.
26 REGISTRATION
26.1 Competitors must register and personally sign the registration form at the registration office before 10.00 (09.00 for Mistral-Men, Laser, 470-Men and Europe) on Wednesday 23 May 2003 . Late registrations may only be accepted at the discretion of the organizing authority 
26.2 For the 49er class the weighing and recording of each crew (in accordance with class rule 20.(c)) will take place at the Regatta Centre Medemblik on Tuesday 22 May 2003 between 19.00 and 20.00 and on Wednesday 23 May 2003 between 9.00 and 10.00.
26.3 The registration office located at the Regatta Centre Medemblik will be open on Tuesday 22 May 2003 from 13.00 until 20.00 and on Wednesday 23 May 2003 from 08.00 – 10.00.
27 SAILSTAMPING & WOMEN CLASSES SAIL IDENTIFICATION
All sails of the 470 Men & Women, Europe and Mistral Men & Women shall be stamped before the start of the first race. Competitors in these classes shall report to the measurers on site in the boat and sailboard parking areas.
The (main)sails of the 470-Women and Mistral-Women shall be identified by a code flag 'F' red diamond symbol of at least 30 x 30 centimetres which is to be attached to both sides of the mainsail from Wednesday onwards. Sail stamping will take place in the area of the respective regatta offices on Tuesday 22 May 2003 12.00 – 19.00 , and on Wednesday 23 May 2003 09.00 – 12.00.
28 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.
29 BERTHING
Boats shall be kept in their assigned places in the boat park and harbour.
30 HAUL-OUT RESTRICTIONS
All Yngling and Star boats shall be afloat before 13.00 on the day of the first scheduled race and shall not be hauled out during the regatta except with and according to the terms of prior written permission of the jury.
31 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around keel boats between the starting signal of the first race and the end of the regatta.
32 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
33 PRIZES
Prize money
The following overall prizes will be awarded:

Yngling, Star, 49er, Tornado, 470-Men, 470-Women:

The best overall boat will receive EURO 1,300.00
The second overall boat will receive EURO 900.00
The third overall boat will receive EURO 400.00

Laser, Finn, Europe-Women, Mistral Men, Mistral Women:

The best overall boat will receive EURO 900.00
The second overall boat will receive EURO 500.00
The third overall boat will receive EURO 300.00

Hein de Goederen Trophy - for the best Nation
From Saturday onwards, each boat in each race of the gold fleet (or in those classes with one fleet only), will score points for her nation as follows: First place: 15 pts, 2nd place 14 pts, etc. The nation with the most points will receive the Hein de Goederen Trophy.

The prize giving ceremony will be near the Regatta Center Medemblik as soon as possible after completion of the last race. Prizes not collected by the winning teams (and not their representatives) at the prize giving ceremony are void.
34 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 
35 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of Euro 500.000 per event or the equivalent.

The first team leaders meeting will be held at 20.00 on Tuesday 20May 2003 in the Regatta Centre Medemblik.

3. Official List of Participants
The Official Lists of participants will be posted on the Official Notice Board after completion of registration. Participant lists will be available at the Regatta Center Medemblik.
4. Weather Forecast
On each racing day a weather forecast will be posted on the Official Notice Board.
5. Prohibited Sailing Area for Sailboards
Board sailing is not allowed inside Medemblik Harbour. Sailboards shall keep well clear of the approach to Medemblik Harbour. If crossing of the shipping traffic lane is unavoidable, this shall be done at a right angle.
6. Race Winner
The winners of each Race and the leading team of each class shall report to the Press Center in the Regatta Centre Medemblik within 30 minutes after returning to the harbour. Winners whose boats are not docked in the harbour near the Regatta Center Medemblik are requested to come to the Press Centre as soon as possible after returning to harbour.
7. Results
Results of each race will be available at the Regatta Center Medemblik. Final results (after protest hearings) will be posted as soon as possible.
8. Keelboat Docking
Stars and Ynglings shall only be docked at the designated docking areas in Regatta Center Medemblik Harbour. Boats found elsewhere will be removed at the owner's risk. The dock master’s instructions are to be strictly followed.
9. Dinghy Parking
Boats shall only be parked at the designated parking areas for each class. The beach master's, Hans van de Berg, Gerard Wallet, Henk van de Bos, Hein Neijenhuis, Tineke Neijenhuis, Henk van de Bos en Cees Booi, instructions are to be strictly followed.
10. Trailer Parking
At Medemblik Harbour only one trolley per boat is allowed in the Dinghy parking areas. All other trailers are to be parked at the designated trailer parking areas. Trailers found elsewhere will be removed at the owner's risk and expense.
